Adds a new recidivism reduction release credit allowing eligible prisoners not serving dangerous offenses or life sentences to earn one additional day of release credit for every six days served while participating in evidence-based recidivism reduction programming or productive activities.

Specifies that earned release credits cannot reduce the court-imposed term of imprisonment and clarifies that the new credit applies in addition to existing earned release credits under current law.

Updates references throughout the statute from "subsection" to "subsections A and B" to reflect the addition of the new recidivism reduction release credit provision.

Maintains existing forfeiture and restoration procedures for release credits based on prisoner reclassification and disciplinary violations.

Preserves all current conditions for release, including literacy requirements, supervision terms, health care enrollment, and restrictions for sex offenders.
