• Manufacturers must include a warning statement on all balloon packages sold in Arizona about the threat balloons pose to wildlife, citing the U.S. Fish and Wildlife Service.

• Electrically conductive balloons must be permanently marked with the manufacturer's name and a fire hazard warning, be affixed to a sufficiently weighted object, and cannot be attached to conductive strings, tethers, streamers, or other conductive materials.

• Persons are prohibited from releasing balloons into the atmosphere for any reason, including events, promotions, or advertisements, except for accidental releases of four or fewer balloons.

• Violations are subject to civil penalties of up to $500 per violation, with each package of balloons constituting a separate violation for manufacturing/sales violations, and each balloon constituting a separate violation for release violations.

• The law does not apply to hot air balloons that are recovered, balloons used by government or for scientific/meteorological purposes, or balloons released indoors and recovered after release.
