Establishes a study committee on special education weights and funding for gifted pupils consisting of 10 members total: 5 House members appointed by the Speaker and 5 Senate members appointed by the President.

Committee composition requires 3 majority party members and 2 minority party members from each chamber, with the Speaker designating a House chairperson and the President designating a Senate vice chairperson.

Committee shall examine and make recommendations regarding special education weights and funding for gifted pupils, meeting as often as members deem necessary.

Committee must submit findings and recommendations report to the Speaker and President and provide a copy to the Secretary of State on or before January 1, 2020.

The section establishing the committee is repealed on January 15, 2020.
