Amends A.R.S. § 13-2910 to add two new criminal offenses regarding domestic animals: intentionally or knowingly subjecting a domestic animal to cruel mistreatment (paragraph 14) and intentionally or knowingly killing a domestic animal without legal privilege or owner consent (paragraph 15).

Classifies violations of the new domestic animal offenses as class 5 felonies, creating a more severe penalty than existing animal cruelty misdemeanors.

Adds a definition of "domestic animal" as a mammal not regulated by title 3 that is kept primarily as a pet or companion or is bred to be a pet or companion.

Maintains existing defenses and exceptions related to livestock protection, rodent control, wildlife management, and agricultural activities.

Effective date: May 8, 2019 (approved by the Governor).
