Amends the definition of domestic violence to specify that persons residing in the same household must be in a familial, sexual, or romantic relationship for the offense to qualify as domestic violence.

Adds romantic or sexual relationships to the definition of domestic violence relationships, including those that are currently ongoing or were previously romantic/sexual, with factors for courts to consider including relationship type, length, frequency of interaction, and time since termination.

Requires judges to order completion of a domestic violence offender treatment program for misdemeanor convictions involving marriage, former marriage, children in common, pregnancy, or romantic/sexual relationships, with the option to order alternative treatment for other household relationships.

Allows judges to order alternative sanctions or treatment options for persons convicted of subsequent domestic violence offenses, but requires treatment program completion if the person previously failed to complete an ordered program.

Requires the Department of Health Services to adopt and enforce guidelines establishing standards for approval of domestic violence offender treatment programs.
