Career technical education districts (CTEDs) may not be assigned letter grades under Arizona's school accountability system in section 15-241.

Expands entities that can enter into agreements with CTEDs to include nonprofit organizations devoted to vocational training and public or private postsecondary institutions, in addition to existing partners like community colleges.

Requires the department of education to develop specific performance criteria for CTEDs in annual achievement profiles, including graduation rates, program completion rates, assessment performance, and postgraduation employment/enrollment rates.

Clarifies that CTEDs must submit annual reports to the governor and legislature by December 31 each year detailing student enrollment, programs offered, costs, and maintenance of effort by member school districts.

Makes technical corrections to statutory language regarding CTED operations, contracting authority, and reporting requirements.
