Amends Arizona Revised Statutes section 28-363 to add autonomous vehicle oversight duties to the Arizona Department of Transportation (ADOT) director's responsibilities.

Requires the director to develop statewide standards for testing autonomous vehicles, including training curricula for operators and passengers on vehicle technology limitations and benefits, and training for emergency personnel responding to autonomous vehicle emergencies.

Mandates the director to establish privacy protections ensuring that location data from autonomous vehicles is used only for aggregate purposes and not for identifying individuals.

Requires the director to submit an annual report by November 1 to the governor and legislature detailing autonomous vehicle operations in Arizona, including the number of vehicles being tested, testing locations (closed course, testing site, or public roads), and automation levels based on Society of Automotive Engineers standards, with separate data for commercial and noncommercial vehicles.

Defines "autonomous vehicle" as a motor vehicle using artificial intelligence, sensors, and GPS coordinates to operate without active human intervention.
