HB 2699 Summary

• Requires each school district and charter school to conduct annual vulnerability assessments for every building they own, rent, occupy, or operate by persons certified by the Arizona peace officer standards and training board.

• Vulnerability assessments must evaluate the school environment's vulnerabilities to external and internal safety threats and the preparedness of school personnel to manage emergency situations.

• Establishes local review boards consisting of the county school superintendent, a local law enforcement leader, a local emergency planning representative, and a local fire chief to review assessment results and determine necessary remedial actions by December 15 each year.

• Creates the Safe Schools Grant Fund administered by the Department of Education to distribute grants to school districts and charter schools for decreasing vulnerabilities to potential threats, with the department retaining up to 5% for administrative costs.

• Requires the Department of Education to submit annual reports to the governor, president of the senate, and speaker of the house on grant allocations; the Safe Schools Grant Fund provision is repealed June 30, 2024.
