Extends the deadline for common school districts unified before July 2, 2007 to calculate budgets under the former method from June 30, 2020 to June 30, 2024.

Allows newly formed unified school districts that phase in grades 9-12 instruction to continue using the former budget calculation method for a maximum of three years after their first high school begins operating.

Prohibits school districts from retroactively adjusting budgets for any prior fiscal year under these provisions.

Applies to common school districts not within existing high school district boundaries that were authorized by voters to establish unified districts before July 2, 2007.
