Amends Arizona Revised Statutes section 36-2939 to authorize skilled home health aide services provided by licensed nursing assistants employed by Medicare-certified home health agencies to members with developmental disabilities under 18 years of age who are eligible for continuous skilled nursing or respite care services.

Establishes that skilled home health aide services may be provided by a parent, guardian, or family member who is a licensed nursing assistant, allowing family members to deliver covered services.

Requires the director to request necessary approvals from the Centers for Medicare and Medicaid Services to implement the program and qualify for federal funding under Title XIX of the Social Security Act or Section 1115 waiver.

Designates skilled home health aide as a distinct service (separate from regular home health aide) defined as a home health service ordered by a physician on the member's plan of care and provided by a licensed nursing assistant under registered nurse supervision.
