Expands career technical education district (CTED) governing board authority to enter into agreements with nonprofit organizations devoted to vocational training and public or private postsecondary institutions, in addition to existing community college district partnerships.

Allows CTEDs to collect tuition and provide administrative, operational, and educational services and facilities in cooperation with nonprofits and postsecondary institutions under intergovernmental agreements or written contracts.

Requires detailed written contracts specifying financial provisions, accountability measures, responsibilities, instruction quality, transportation services, and minimum services CTEDs must provide to member districts.

Clarifies technical language throughout the statute regarding CTED student counting, average daily membership calculations, and satellite campus operations to improve statutory clarity.

Maintains existing restrictions on CTED property tax levies (limited to $.05 per $100 assessed valuation except for bonds) and requirements that CTEDs supplement, not supplant, existing career and technical education courses in member districts.
