Changes burden of proof in medical malpractice cases involving obstetrics to require "clear and convincing evidence" instead of the standard preponderance of the evidence for physicians licensed to practice obstetrics.

Applies the heightened evidentiary standard to claims arising from labor or delivery care provided by licensed physicians in obstetrics practice.

Extends the same "clear and convincing evidence" standard to licensed health care facilities and their employees for obstetrics-related labor and delivery malpractice claims.

Requires plaintiffs to meet the higher burden of proof regarding all elements prescribed in section 12-563 (the elements of medical malpractice) to hold obstetricians or facilities liable.
