Appropriates $102,738,300 for fiscal year 2019-2020, $205,476,600 for fiscal year 2020-2021, and $308,214,900 for fiscal year 2021-2022 from the state general fund to the Arizona Board of Regents to fund resident student tuition costs at universities.

Beginning in fiscal year 2022-2023, appropriates an amount equal to $7,900 multiplied by the basic actual full-time equivalent student enrollment of resident students as reported in the preceding fiscal year.

In fiscal year 2023-2024 and thereafter, continues appropriations with annual increases of at least 2 percent or the change in the GDP price deflator (whichever is less), with a floor that appropriations cannot fall below fiscal year 2021-2022 levels.

Amends Section 15-1661, Arizona Revised Statutes, regarding the Arizona Board of Regents' appropriations for universities and makes technical corrections to statutory language.
