Establishes an international affairs study committee consisting of six members: two legislative cochairpersons (chairs of the House state and international affairs committee and Senate commerce committee), a mayor appointed by the House speaker, a business community representative appointed by the Senate president, an international trade expert appointed by the governor, and a university representative appointed by the governor.

Committee members receive no compensation but may be reimbursed for expenses under Arizona Revised Statutes title 38, chapter 4, article 2.

Committee shall study strategies to engage Arizona in international trade, improve the state's competitiveness in international trade, and build additional international relationships.

Requires the committee to submit a report on its activities and legislative recommendations to the governor, Senate president, and House speaker by December 15, 2019, with a copy provided to the secretary of state.

Committee is repealed effective September 30, 2020.
