Establishes an independent oversight committee on residential care facilities that serve migrant children, with staff support provided by the department of health services.

Committee consists of 4 legislative members (2 House, 2 Senate), the board of fingerprinting chairperson, and 11 members appointed by the governor including legal advocates, educators, social workers, medical professionals, and consulate representatives.

Committee shall review facility records, employee records, complaints, and service data; recommend improvements to medical care, counseling, education, legal representation and other services; and make recommendations to state leadership regarding laws and policies to protect children's rights.

Committee must issue reports with recommendations to the governor, legislature, and relevant agencies by December 31, 2019 and December 31, 2020, with access to employee and child service records (without personally identifiable information unless necessary).

Section repeals on June 30, 2021; governor-appointed members are eligible for expense reimbursement but committee members receive no compensation.
