Repeals section 5-102 and adds section 5-107.04 authorizing the department to develop a system of special event wagering on simulcasts of out-of-state horse races with high pari-mutuel activity, allowing additional wagering facilities and modern technology while protecting tribal gaming restrictions.

Amends section 5-111 to replace "commission" terminology with "department" and adds accounting treatment for purse overpayments as recoverable receivables.

Amends section 5-112 to establish uniform simulcast agreements between commercial live-racing permittees requiring equal percentages or rates for simulcasts originating in-state or out-of-state, offered to all permittees and additional wagering facilities.

Terminates the Arizona Racing Commission on the effective date and transfers all functions, personnel, property, records, contracts, and appropriated monies to the Department of Gaming; repeals section 41-3024.28.

Changes the Department of Gaming termination date from July 1, 2020 to January 1, 2021 and amends the rural county fair racing fund provisions, with retroactive application to December 31, 2018 for simulcast wagering rules.
