Requires county recorders to request photo identification from persons recording documents and maintain records of that identification, effective December 31, 2019.

Mandates county recorders notify property owners by mail when instruments affecting their property are recorded, using county assessor parcel information to identify owners.

Establishes a $5 per instrument fee for providing notice to property owners of recorded documents that affect their property.

Requires all instruments affecting real property interests recorded after December 31, 2019 to include county assessor's parcel numbers for the affected property.

Makes technical and grammatical amendments to Arizona Revised Statutes sections 11-461, 11-475, and 11-480 related to recording requirements and fees.
