Adds a new ground for terminating parental rights when one parent knowingly engaged in sexual intercourse with the other parent without consent, when the other parent was under 15 years old, or when the other parent was 15-17 years old and the first parent was in a position of trust to that parent.

Requires courts to consider the wishes of the victim of the conduct when termination is sought under this new ground.

Creates a rebuttable presumption that termination is in the child's best interests if the first parent was convicted of a criminal offense for the conduct.

Clarifies that having only one legal parent is not presumed to be contrary to the child's best interests.

Maintains the legal obligation of the parent whose rights are terminated to pay child support and birth-related expenses unless the other parent declines payment.
