Adds section 15-901.04 to Arizona Revised Statutes, effective fiscal year 2019-2020, eliminating per pupil funding calculations based on current year funding.

Requires average daily membership (ADM) for school funding purposes to be calculated using a rolling three-year average instead of current year figures.

Amends section 15-943.01 to cap school district budget balance carryforward at four percent of the district's revenue control limit for the current year.

Directs the Legislative Council Staff to prepare conforming legislation for the Arizona Revised Statutes to align with these changes for consideration in the 2020 legislative session.
