Prohibits suspension or expulsion of students in preschool, kindergarten, and grades 1-2, except when required by federal law or when there is an imminent threat of serious harm to others that cannot be mitigated.

Allows suspension of up to 5 school days only if school administration consults with a school psychologist or mental health professional and determines an imminent threat exists.

Requires schools to provide intervention and support services to address behavior issues, including positive behavior intervention and support, behavior intervention plans, and referrals to appropriate services.

Mandates schools remedy behavioral impacts through appropriate intervention methods, including restorative practices that build community, address harm through dialogue, and emphasize individual accountability.

Authorizes the state board of education to adopt rules implementing these provisions.
