Auditor General must conduct a special audit of the Department of Corrections' expenditures for fiscal years 2012-2013 through 2017-2018, examining all contracts and expenditures during that period.

Audit must evaluate spending in at least 8 areas: security, inmate programs and services, facility safety and sanitation, department administration, food service, personnel practices and training, inmate health services, and private prison contracts.

Auditor General must submit the special audit report with specific recommendations on spending and contract benefits to the House Speaker, Senate President, Governor, and Secretary of State by December 31, 2019.

This requirement is repealed effective September 30, 2020.
