• Amends Laws 2016, chapter 126, section 1 to appropriate capital outlay funds for fiscal year 2019-2020 for major maintenance and repair of state buildings across multiple agencies including $17 million to the Department of Administration, $6.9 million to State Department of Corrections, and $13.3 million to Department of Transportation.

• Appropriates $1 million for replacing air handler units at the House and Senate buildings, $2.81 million to the City of Globe for Jesse Hayes Road bridge repair, and $700,000 to the Greater Nogales Santa Cruz County Port Authority for a cold inspection facility at Mariposa port of entry.

• Appropriates $3.875 million to the Department of Emergency and Military Affairs for a readiness center, $1.3 million and $400,000 to Arizona Exposition and State Fair Board for capital improvements and building repairs, and $150,000-$400,000 to Arizona Game and Fish Department for dam maintenance, property maintenance, and hatchery maintenance.

• Appropriates $130 million for transportation projects including $40-45 million annually for Interstate 17 expansion, $28 million for U.S. Route 95 expansion, $10 million for Interstate 10 widening study, and $18 million distributed equally to all cities and towns for street and highway projects.

• Establishes reporting requirements for various departments to the Joint Legislative Budget Committee on capital project status and requires most projects over $250,000 to be reviewed by the Joint Committee on Capital Review before spending.
