Amends the anti-racketeering revolving fund to limit attorney general salaries paid from the fund to no more than 16 full-time equivalent positions and establishes new reporting and audit requirements.

Adds temporary jury duty exemption for correctional officers employed by the state department of corrections through January 1, 2022.

Eliminates the highway safety fee for vehicle registration beginning June 30, 2021, removing funding mechanism for the Arizona highway patrol.

Restricts the committed youth confinement cost sharing fee to counties with populations exceeding 500,000 persons and suspends fee assessments for fiscal year 2019-2020.

Increases the consumer remediation subaccount continuous appropriation from $3.5 million to $4 million annually and makes various adjustments to fund allocations for criminal justice agencies.
