• Amends livestock branding law to allow rerecording of brand designs identical to those issued without protest on or before August 2, 2017, and clarifies that brand transfers must be executed by duly signed and acknowledged bill of sale recorded with the division.

• Increases budget stabilization fund cap for wildfire suppression claims from $10,000,000 to $20,000,000 in unreimbursed claims allowed to be outstanding at any time.

• Establishes nonnative vegetation species eradication fund with continuous appropriation to the Department of Forestry and Fire Management to provide grants for invasive species removal projects that prevent fire and flooding, conserve water, and restore wildlife habitat.

• Appropriates $692,100 from off-highway vehicle recreation fund for Great Western Trail repairs and maintenance in fiscal year 2019-2020, and authorizes use of up to $6,531,000 from underground storage tank revolving fund for department administration and border sewage remediation.

• Transfers $13,552,000 from various environmental and emissions funds to the water quality assurance revolving fund in fiscal year 2019-2020 and authorizes director of environmental quality to maintain prior year vehicle emissions testing fees without rulemaking requirements.
