Allows students enrolled in Arizona empowerment scholarship accounts who reside on Indian reservations to continue using scholarship funds at nongovernmental schools in adjacent states within two miles of the state border until July 1, 2020.

Schools located in adjacent states within two miles of Arizona's border that accepted empowerment scholarship monies in 2017-2018 or 2018-2019 school years from Indian reservation students are considered qualified schools through July 1, 2020.

Students using empowerment scholarships at out-of-state schools are not required to repay the Department of Education for monies previously spent at those schools.

Students who were terminated from empowerment scholarship accounts for attending qualifying out-of-state schools must be reinstated in the program.

Applies retroactively to June 30, 2017.
