Urges the United States Congress to appropriate monies to the State of Arizona to eradicate salt cedars from Arizona waterways.

Requests the United States Department of the Interior and United States Department of Agriculture develop innovative solutions to control the proliferation of salt cedars, an invasive species that consumes 200-300 gallons of water per day and threatens infrastructure, agriculture, and native ecosystems.

Identifies salt cedars as a threat due to their role in increasing flood danger, promoting wildfires, displacing native riparian habitats, lowering water tables, and obstructing irrigation canals.

Directs the Arizona Secretary of State to transmit copies of this memorial to the President of the United States, President of the United States Senate, Speaker of the United States House of Representatives, relevant federal agency secretaries, and each Member of Congress from Arizona.
