AZ HCM2004

Urges United States Congress to exclude federal reserved water rights from any future federal land designations in Arizona.

States that Arizona should have primary authority to allocate, administer, and manage water resources within its boundaries, including integrating federal and state water rights.

Notes that federal reserved water rights may take priority over state-appropriated water rights established after federal land withdrawal, creating management uncertainty.

Requests the Arizona Secretary of State transmit the memorial to the President of the U.S. Senate, Speaker of the House, and all Arizona Members of Congress.
