Urges Congress to decline designating the Great Bend of the Gila River and surrounding areas (more than 84,000 acres) as a national monument.

Argues that existing federal laws including the National Environmental Policy Act, Federal Land Policy and Management Act, and Archaeological Resources Protection Act already adequately protect the area.

Contends that national monument designation would restrict economic development, mining, mineral leasing, and renewable energy projects, negatively impacting job creation and tax revenue in Arizona.

Requests that Congress require state approval before designating any new monuments in Arizona and accept public input before monument designations.

Directs the Arizona Secretary of State to transmit copies of this memorial to the President, Congress, relevant federal agencies, and Arizona's Governor.
