HCR 2002 Summary

• Proposes amending Arizona Constitution Article IV, Part 2, Section 1 to increase the independent redistricting commission from 5 members to 9 members.

• Changes the political party balance requirement from no more than 2 members of the same party to no more than 3 members of the same party.

• Expands the nominee pool from 25 to 30 candidates (10 from each major party and 10 unaffiliated), and increases the number of commissioners appointed by legislative leaders from 4 to 6.

• Requires 5 affirmative votes (instead of 3) for official commission actions and increases the quorum requirement from 3 to 5 commissioners.

• Transfers nomination duties from the commission on appellate court appointments to the citizens clean elections commission and adjusts the appointment timeline from 7 days to 3 days for each legislative leader.
