HCR 2005 Summary

• Proposes constitutional amendment requiring statewide initiative petitioners to gather signatures from 10% of qualified electors from each legislative district (currently 10% statewide total) and constitutional amendment petitioners to gather 15% from each legislative district (currently 15% statewide total).

• Requires statewide referendum petitioners to collect signatures from 5% of qualified electors from each legislative district (currently 5% statewide total) to order submission of measures to voters.

• Clarifies signature verification requirements by specifying that circulators must verify signers are qualified electors of the appropriate legislative district for statewide measures.

• Maintains existing requirements for local and county initiatives (15% for initiative measures, 10% for referendum) and other constitutional provisions governing initiative and referendum procedures.

• Directs Secretary of State to submit the proposition to voters at the next general election.
