HCR 2021 Summary

• Proposes an amendment to Article VII, Section 2 of the Arizona Constitution to affirm voting rights protections.

• Establishes the right to vote as a fundamental right requiring that any law or regulation burdening this right must be narrowly tailored to further a compelling governmental interest.

• Maintains existing voter qualifications: U.S. citizenship, age 18 or older, and state residency period as prescribed by law.

• Preserves existing protections against voting discrimination based on sex and maintains restrictions on voting by incapacitated persons and felons unless restored to civil rights.

• Requires the Secretary of State to submit the proposition to voters at the next general election.
