HCR 2026 Summary

• Repeals sections 15-751, 15-752, 15-753, 15-754, and 15-755 of Arizona Revised Statutes relating to English language learner program requirements.

• Requires public schools to ensure English language learners receive high-quality education, master the English language, and access research-based language programs.

• Establishes that the State Board of Education shall develop or adopt research-based structured English immersion models limited to one school year, with a minimum of four hours per day of English language development for first-year learners.

• Authorizes school districts and charter schools to establish dual-language immersion programs for both native and nonnative English speakers and requires schools to provide effective instructional methods with community stakeholder input.

• Submits the measure to voters at the next general election for approval.
