Proposes amendment to Article VII, Section 16 of the Arizona Constitution relating to campaign contributions and expenditures.

Requires the legislature to enact a law providing public disclosure of all campaign contributions to and expenditures of campaign committees and candidates for public office.

Prohibits any person from acting as a conduit for contributions to a candidate or candidate's committee.

Submits the proposed constitutional amendment to voters at the next general election.
