Honors the death of Congressman Ed Pastor, who passed away on November 27, 2018 at age 75, the first Hispanic member of Congress from Arizona.

Recognizes Pastor's career of public service including three terms on the Maricopa County Board of Supervisors (starting 1976) and 23 years in Congress (1991-2015).

Acknowledges his work on House committees for Agriculture, Education and Labor, Small Business, and Intelligence, as well as his leadership roles as chairman of the Congressional Hispanic Caucus and Congressional Progressive Caucus.

Highlights his advocacy for immigration reform, education, healthcare, environmental conservation, infrastructure projects including the Phoenix Metro Light Rail System, and founding the Pastor Center for Politics and Public Service at Arizona State University.

Extends the Legislature's condolences to Pastor's surviving wife Verma, two daughters (Laura and Yvonne), and four grandchildren.
