Memorializes Arizona law enforcement agencies to promote awareness of motorcycle profiling and work to prevent officers from arbitrarily stopping, questioning, or searching individuals based solely on motorcycle ownership or motorcycle-related apparel.

Notes that motorcycle registrations in Arizona grew from 138,000 in 2009 to over 325,000 in 2018, and that approximately one-half of surveyed motorcyclists reported feeling profiled by law enforcement at least once.

References Washington State's 2011 anti-motorcycle profiling legislation, which resulted in a 90% reduction in reported profiling incidents after being incorporated into law enforcement training.

Requests that state and local law enforcement agencies include statements condemning motorcycle profiling in their written policies and training materials.

Directs the Secretary of State to distribute copies of the memorial to the captain of each law enforcement agency in Arizona.
