Urges the Arizona Attorney General to challenge the National Voter Registration Act of 1993 and its implementation in Arizona.

States that Arizona's voter registration system has become bifurcated due to litigation, where voters using only the federal voter registration form may vote only in federal elections, not state elections.

Claims this bifurcated system conflicts with Arizona state law, including voter registration laws enacted by initiative of the people that require proof of citizenship.

Requests the Arizona Attorney General to solicit or join other states in legal action against the National Voter Registration Act.

Directs the Arizona Secretary of State to transmit a copy of this memorial to the Attorney General.
