Amends Laws 2018, chapter 287, sections 7 and 9 to modify the effective date and implementation timeline for agricultural licensing provisions related to industrial hemp.

Requires the Arizona Department of Agriculture to adopt initial rules implementing Title 3, Chapter 2, Article 4.1, Arizona Revised Statutes by May 31, 2019.

Changes the effective date for industrial hemp licensing provisions from one year after the 2018 law's general effective date to May 31, 2019.

Extends the Arizona Department of Agriculture's exemption from standard rulemaking requirements under Title 41, Chapter 6, Arizona Revised Statutes for one year from August 3, 2018.

Declares the act an emergency measure effective immediately upon passage.
