Amends Section 41-3451, Arizona Revised Statutes to clarify that monies in the automobile theft authority fund are subject to legislative appropriation and must exceed appropriations before being automatically allocated to the authority.

Requires the automobile theft authority to submit a report to the joint legislative budget committee for review of intended uses before spending any excess monies that exceed the fiscal year appropriation.

Appropriates all monies deposited in the automobile theft authority fund in fiscal year 2018-2019 that exceeded the Laws 2018, chapter 276, section 13 appropriation to the authority for use in fiscal year 2019-2020.

Establishes that the executive director's annual compensation shall not exceed $100,000 and clarifies that nonmonetary contributions are exempt from the 10 percent administration cost limitation.

Makes the amended statute effective on the date prescribed by Laws 2018, chapter 298, section 12, contingent upon the condition specified in that section.
