Amends Arizona Revised Statutes section 15-901 regarding school finance definitions and student counting methodologies for funding purposes.

Modifies instructional hour requirements for full-time students in grades 4-8, adding grades 7 and 8 to the group requiring 890 hours for a 180-day school year (or equivalent for 144-day school years).

Removes prior language requiring seventh and eighth grade students to be enrolled in an instructional program meeting 1,000 hours annually.

Updates base level funding amounts for fiscal years 2014-2015 through 2018-2019, specifying amounts ranging from $3,373.11 to $3,960.07 per student.

Becomes effective upon the governor's approval, signed into law April 1, 2019.
