Amends section 36-2806 to allow the Department of Health Services to share medical marijuana dispensary licensee information with the Department of Revenue, including name, registry ID, physical address, cultivation site, tax license number, supplier information, and all sales data (excluding patient-specific information).

Grants the Department of Health Services authority to revoke a nonprofit medical marijuana dispensary's registration if it fails to comply with tax requirements under title 42, chapter 5, as reported by the Department of Revenue.

Adds section 42-2003 to authorize the Department of Revenue to disclose confidential tax information to the Department of Health Services to determine medical marijuana dispensary compliance with state tax requirements for purposes of section 36-2806.

Requires the amendment to section 36-2806 to receive at least three-fourths affirmative vote of both houses of the legislature per Arizona Constitution article IV, part 1, section 1.

Designates the act as an emergency measure operative immediately upon enactment; approved and filed April 29, 2019.
