Redesignates the Arizona pioneers' home as the state hospital for miners with disabilities while maintaining its primary purpose as a home for aged and infirm Arizona pioneers.

Makes conforming changes to section 36-402 by renumbering exemptions from health care institution licensure following the removal of the pioneers' home from that section.

Designates the act as an emergency measure operative immediately upon passage.
