Establishes an advisory committee on maternal fatalities and morbidity, appointed by the director of the Department of Health Services, to recommend improvements to information collection on maternal deaths and severe complications.

Advisory committee membership includes representatives from AHCCCS contractors, Indian health services, three obstetricians (at least two maternal-fetal medicine specialists), a certified nurse midwife, nonprofit organizations, health information organizations, public health organizations, and hospital associations.

Requires the advisory committee to hold a public hearing and submit recommendations to the legislature on or before December 31, 2019 regarding improved data collection on maternal fatalities and severe morbidity.

Requires the Department of Health Services to submit a report to state leadership by December 31, 2020 on the incidence and causes of maternal fatalities and morbidity using available data through 2019.

Both the advisory committee and department reporting requirement include delayed repeal dates, with the committee authority expiring July 1, 2020 and the reporting requirement expiring July 1, 2021.
