Amends Arizona Revised Statutes Section 15-1805.01 to modify admission requirements for students under 18 years old at community colleges.

Establishes minimum test score thresholds for underage admission: PSAT score of 720 or higher, SAT score of 720 or higher, or ACT score of 12 or higher.

Allows alternative admission pathways for underage students including passing relevant portions of statewide assessments, completion of college placement methods designated by the district, or graduation from high school.

Permits community colleges to limit underage students to a maximum of 6 credit hours per semester and exempts homeschooled students from these requirements.

Allows vocational program admission for underage students on an individual basis with college official approval if the student meets course requirements and admission is determined to be in the student's best interest.
