Amends Arizona Revised Statutes Section 42-6201 to expand the definition of "government lessor" to include school districts, community college districts, and the Arizona Board of Regents, effective December 31, 2019.

Maintains existing government lessors as cities, towns, counties, and county stadium districts.

Modifies the definition of "government property improvement" by removing the phrase "but not limited to" from the list of commercial, residential, and industrial uses.

Preserves existing exclusions for buildings used predominantly for academic purposes, student housing, or located in areas authorized by specific statutory provisions.

Retains definitions for "gross building space" and "prime lessee" related to Government Property Lease Excise Tax (GPLET) regulations.
