Amends the high-quality teacher professional development pilot program established in 2017 to extend the program end date from July 1, 2020 to July 1, 2023 and extends the repeal date from July 1, 2022 to July 1, 2025.

Authorizes the Department of Education to retain up to 3 percent of appropriated pilot program monies to offset administrative costs.

Appropriates $200,000 from the state general fund in each of fiscal years 2019-2020, 2020-2021, and 2021-2022 to provide scholarships or grants to qualified teachers for professional development in high-need content areas.

Requires teachers receiving scholarships or grants to agree to teach in Arizona public schools for at least three additional years after completing coursework, with full repayment required if this commitment is not met.

Exempts the appropriated funds from lapsing provisions, allowing unused monies to carry forward.
