Amends Arizona Revised Statutes section 28-2051 regarding applications for vehicle titles.

Allows applicants to submit a factory invoice, a department-provided form, or other documentation as proof of sale date for new vehicles, in addition to the traditional manufacturer's certificate of origin.

Eliminates the requirement to surrender a manufacturer's certificate of origin before the department issues a title for a new vehicle.

Permits applicants to use a post office box address on the certificate of title, except when the application is in the name of a lessor.
