Establishes preference for Arizona bidders when two or more low, responsive offers from responsible bidders are tied, by increasing nonresident bidder bids by 5 percent.

Requires bidders to perform at least 50 percent of labor using Arizona workers who file tax returns in the state, with contract price reductions for non-compliance equal to the percentage of labor needed to meet the threshold.

Defines "Arizona bidder" as one that: is authorized to transact business in Arizona, maintains physical presence in the state, pays all assessed taxes, and performs at least 50 percent of labor with in-state workers.

Applies to contracts awarded under section 41-2533, subsection G of the state procurement code.
