Establishes separate calculation methods for full-time and part-time students, with part-time students' average daily membership apportioned between the traditional school and online instruction based on actual instructional hours.

Full-time online students are funded at 95% of the base support level, while part-time online students are funded at 85% of the base support level.

Requires daily logs documenting instructional time spent by each online student to be used for qualifying pupils in average daily attendance calculations.

Maintains existing provisions requiring multiple assessment measures, proctored state standardized tests, and academic performance reviews to ensure integrity of online instruction programs.
