Amends the Smoke-free Arizona Act to expand the definition of "smoking" to include electronic smoking devices that create aerosol or vapor, and use of oral smoking devices designed to circumvent smoking prohibitions.

Adds "heated cigar, cigarette, pipe, hookah or other lighted or heated tobacco or plant product intended for inhalation, including marijuana, whether natural or synthetic" to the definition of smoking.

Creates an exception allowing retail stores that sell electronic smoking devices exclusively to permit their use in-store if the store has an independent ventilation system preventing emissions from infiltrating prohibited areas.

Makes technical updates to statutory references and corrects grammatical language throughout the statute.

Requires passage by three-fourths affirmative vote of both legislative houses pursuant to Article IV, Part 1, Section 1 of the Arizona Constitution.
