Amends Arizona Revised Statutes section 11-1023 to clarify that intentionally releasing a lawfully confined animal without owner consent is a class 6 felony.

Removes redundant language "or for" and replaces it with a comma when listing purposes for animal confinement (scientific, research, commercial, educational, public event, display or exhibition).

Holds persons liable to animal owners for damages including costs to restore the animal to confinement and its pre-release health condition.

Imposes liability for damages to real and personal property caused by the released animal.

Requires payment of all costs to repeat a failed experiment and compensate for loss of market value, including replacement animals, labor, and materials.
